No signs nor traces of fraudulent intentions were found in the case of the former Local Council of San Lawrenz as the very main aim of the former mayor and the former council officials was to transform the said location into an ecological and sustainable village. As a matter of fact the Court acquitted all the accused represented by Dr Joseph Giglio of LexPractis Advocates from all the charges of being accomplices in fraud and falsification of documents.
In 2010 the Malta Resources Authority initiated a Scheme whereby a grant of 50% refund was offered to all those who opted to invest in photovoltaic panels. Since the introduction of the said Scheme, a company had offered residents of San Lawrenz a photovoltaic package for the sum of €6000 whereby the supplier himself forked out €2,000, the residents of San Lawrenz paid €1,000 and the remaining sum of €3,000 were granted via EU funding.
The Court noted that in this scenario, the former mayor and former council officials had only intended to offer the best possible product to all the residents of San Lawrenz at a very low reasonable price.
